Shared ownership
When Chinese exporters buy Meta, Google or TikTok ads through Hong Kong or other overseas entities, account risk is not only a media problem. It is a controls problem shared by finance, legal and marketing. This article lists controls that reduce sudden freezes without pretending any checklist removes platform discretion.
Identity controls: legal entity name, website domain, billing profile and business managers should match. Personal accounts of former staff should not remain as primary admins. Keep at least two current employees as admins with two-factor authentication. Document who owns each ad account in a register reviewed quarterly.
Identity and creative controls
Creative and landing controls: claims on ads must match landing pages; privacy policies and contact details must be visible; restricted categories need pre-clearance. A shared pre-flight checklist beats heroic weekend appeals. Document packs commonly requested at opening are summarised on ad account opening documents checklist.
Financial controls: separate cards or banking lines for ads where possible; set spend caps; reconcile platform invoices weekly; watch for sudden payment method failures that precede restrictions. Finance should know which entity is the advertiser of record for each market.
Finance and vendors
Vendor controls: if agencies operate inside your BM, use partner permissions rather than handing over ownership. Contracts should state data export rights and what happens to audiences on termination. Log every agency seat grant and removal.
Incident controls: when restricted, stop creating parallel entities in panic; gather evidence; file one coherent appeal; pause scaled spend elsewhere if the same creative set is implicated. After recovery, run a post-mortem with owners and due dates.
Incidents
References for an internal policy packet can include platform advertiser policies for your categories, your entity registration documents, and the account register export. Keep the packet boring and current. Boring controls are what let creative teams move quickly without lighting accounts on fire.
Review the control list every six months or after any serious restriction event. The cost of an hour of controls work is trivial next to a week of dark ads during peak season.

For exporters building a durable overseas motion, keep measurement boring and pages citable. PandaWM documents these practices for Hong Kong based teams serving overseas merchants and advertisers.
